What is organic?

'Organic' is a labeling term that denotes products produced under the authority of the Organic Foods Production Act. It is based on a system of farming that maintains and replenishes soil fertility without the use of toxic, man-made pesticides or fertilizers. Additionally, these products cannot contain preservatives or artificial colors, flavors or ingredients are minimally processed, and no irradiation can occur.

Who writes the standards?

Before a product is labeled organic, a certifier must inspect it to make sure it meets USDA Organic Standards. These standards were developed in the late 1980s after the organic industry petitioned Congress to draft the Organic Foods Production Act (OFPA) to define organic. The act:

  1. Establishes consistent national standards governing the marketing of certain agricultural products produced organically.
  2. Assures consumers that products meet the standards
  3. Makes the process of commerce easier for organically produced fresh and processed food.

Under the law, the USDA had to write regulations for producers, handlers and certifiers seeking regulation and certification. To assist in the creation of this regulation, The National Organic Standards Board (NOSB) was established. The members of the board are appointed by the USDA. The board is made up of a cross-section of individuals representing different aspect of the industry. The NOSB includes four farmers, one retailer, two processors/handlers, three consumer/public-interest advocates, one scientist, a certifying agent and three environmentalists. Third party certifiers are also accredited by the USDA.

What does the labeling mean?

Here are some simple ways to tell the difference in labeling according to Organic Foods Production Act and the National Organic Program (NOP):

Foods labeled "100 percent organic"
Products labeled as 100 percent organic must contain only organically produced ingredients (excluding water and salt). If the product consists of more than one ingredient, all ingredients must be listed on the packaging.

These products may clearly display the wording 100 percent organic on their principal display panel. The USDA seal and the seal or mark of involved certifying agents may appear on product packages and in advertisements.

Certified organic products must be made from certified organic crops, which are grown on land free of prohibited substances for a minimum of three years prior to harvest. Only food products may be certified organic. Personal care items, bedding/bath, and clothing can contain certified organic ingredients though.

Foods labeled "organic"
Organic products must consist of at least 95 percent organically produced ingredients (excluding water and salt). Any remaining product ingredients must consist of nonagricultural substances approved on the National List or non-organically produced agricultural products that are not commercially available in organic form and the product cannot contain sulfites. All ingredients must be listed and any organic ingredients must be labeled as such.

Again, like 100 percent organic products, organic products may clearly display the wording organic on their principal display panel. The USDA seal and the seal or mark of involved certifying agents may appear on product packages and in advertisements.
